It is possible your external drive's controller has an issue or may not be completely compatible with a Mac. Officially, Apple does not consider the hard drive and/or SSD module in any of the 'Tapered Edge' Aluminum iMac models to be upgradable. Make sure to select the external physical drive and not the external drive's container or volumes when erasing it or the cloned drive may not boot since they were made for Mojave.

I think your best option is to use Carbon Copy Cloner to clone your internal drive to the external one. Not all USB sticks work well booting a Mac and some (even name brands USB sticks) can even corrupt the data stored on the USB stick. There is a possibility you have an issue with the USB stick containing the installer. It sounds like you may have finally made a Mojave installer.
